Saying that only 1% of the water on earth is drinkable and therefore it is scarce is completely misrepresentative. If this were true, how could life be abundant everywhere on earth?

There's a very simple answer to why all that water is accessible to life. It's nature's own desalination plant, and it is located everywhere on earth. It's called RAIN.

Until the phenomenon of Rain goes away, I'm pretty sure life on earth will be ok.
